A man who claimed to have passed his driving test 25 years ago was astounded when a police stop check revealed he had never been the holder of a driving licence.

As magistrates were told Richard Bowman had "been doing battle" with the DVLA in Swansea over the matter, but his solicitor Stephen Welch said his client could not prove he’d passed his test.

Bowman, aged 43, of 14 Bro Gorwel, Bryngwyn, Newcastle Emlyn, pleaded guilty to a charge of driving other than in accordance with a licence, the offence committed while driving a Volvo car in Aberystwyth Road, Cardigan on July 3 last year.

"He does not accept that he has never held a licence," said Mr. Welch.

Bowman was fined £35 with £60 costs and £15 government surcharge and four penalty points were imposed.
