To some extent I can understand the decision by Ceredigion Council to restrict access to the Pen Parc waste site but I do have a concern.

I wonder if most waste sites across what was the Dyfed Council area were set up to give a good spread of facilities across that authority. It now seems that the residents of north west Carmarthenshire and parts of north Pembrokeshire are to be excluded from the closest facility that they have used for years. This will mean residents of these areas will have to make extended journeys to Nanty Caws or Hermon. Some may resort to fly tipping. Either way this will have an adverse effect  on the environment.

A solution might be to put some form of cross charging mechanism in place across the three councils. If Ceredigion know the number of visitors to the Pen Parc site (is this an unrealistic expectation!) they should be able to divide the cost of running the site by this number to arrive at a cost per visit. This cost X the number of non Ceredigion residents visiting the site could be charged to Pembrokeshire and Carmarthenshire councils.

I would just add that as I combine shopping trips with a 'trip to the tip' Cardigan businesses will miss out on some of my spending.
