Waste plant scheme

PLANNERS are due to consider a scheme next week to set up a new waste plant on land near the Clunderwen and Cardiganshire Farmers depot at Glanrhyd.

The proposed materials recovery facility would deal with up to 25,000 tonnes of waste a year, mostly skip waste from construction and demolition sites with soils, packaging, metals and wood.

The applicant, J L Rees, has told Pembrokeshire County Council planners that there would be up to 100 lorry movements in and out of the site every day.

The scheme is supported by both Cilgerran and Nevern community councils because it is "a much needed facility" and would provide employment. But residents who live near the site have objected because of increased traffic, noise and dust.

A report by council officers to the county's planning committee, which meets today, recommends the scheme should be turned down.

They say that on the scale proposed the site could become a south west Wales sub-regional facility and its contribution to the regional waste plan would be "significant" as it would serve north Pembrokeshire, south Ceredigion and parts of Carmarthenshire.

But they add: "The development could not go ahead without harming the character of the area and impacting to an unacceptable extent on the character of the area."

Officers say a decision to grant permission would have to be treated as a departure as it would conflict with a number of planning policies.

"It would not be compatible withthe relatively quiet, agricultural surroundings and would be visually intrusive," they add.
