Councillors are concerned that the smoking ban could cause litter problems when it comes into force next year.
Ceredigion's licensing committee discussed the ban at a recent meeting.
A number of members felt that the ban on smoking in enclosed public spaces will lead to more people smoking outside, and dropping their cigarette butts on the street.
The council is now looking at putting wall-mounted bins in strategic places, for people to stub out their cigarettes before entering buildings.
