A SCHEME to combat shoplifting in Cardigan was proving to be an effective deterrent to thieves. ‘Steal and be Banned’ was set up back in February 2014 to tackle the problem. A shoplifter convicted in court or issued with a fixed penalty notice or police caution faces a three month ban from all the shops involved in the project. A second offence is six months and a third offence carries a 12-month exclusion.
