NOW is the time to have your say on cuts to libraries, council tax and other changes aimed at helping Ceredigion County Council save £25million over the next three years.

A public consultation is now open on the council's latest plans to save cash.

Residents are being told that the council won’t have enough money from Government to do all the things it does now, meaning 'some services will stop and some will change'.

Proposals under consideration at present include closing Llandysul library, losing one or two of the mobile library vans, and relocating Cardigan library.

The latest savings must be made on top of the £20million the council has pulled back in the last three years thanks to a major restructure in 2013 and other changes.

Cllr Dafydd Edwards, cabinet member with responsibility for Financial Services explains: “We will need to save a further £25 million over the next three years, so we are continually looking at ways of delivering services more effectively and more efficiently, but we need to ensure they stay fit for purpose.”

The consultation documents look at the council's 'business transformation' proposals specifically related to the library service, the level of council tax for the 2016-17 financial year, and grants payable to external organisations.

The transformation programme focuses on the way the council 'interacts with its customers', looks at how it spends money on goods and services; the income it receives, how costs are covered within services, and whether services can be delivered more efficiently. Much of the work is said to look at how technology can be embraced to help people access information and services for themselves.

Cllr Edwards added: “We believe that the matters under review within this consultation represent a means of beginning to address the budgetary challenge that we face.The business transformation programme is ongoing and we will be consulting again on further proposals in early 2016.”

The closing date for responses is 5pm on Monday, January 4, 2016.

In the consultation documents, council leader Cllr Ellen ap Gwynn said: "Our work in reviewing the Ceredigion library service has highlighted some options that will enable us to build a flexible service that will be better placed to cater for the needs of the people of the county that is fit for the modern day.

"The details on the background to the review and the individual options are outlined in the consultation document."

The council makes its final decisions on the 2016-17 budget in February and March 2016.

People are able to complete the online questionnaire at the website, or alternatively return a hard copy of the feedback form. Paper copies are available at council offices and libraries.
