The Parking and Traffic Regulations Outside London (PATROL) Joint Committee is one of the largest in the UK with over 300 member local authorities. Its primary purpose is to make provision for an independent tribunal to consider appeals against parking tickets –the Traffic Penalty Tribunal.

The Joint Committee has established an independent review group to consider annual reports and were unanimous in selecting Ceredigion County Council as the winning concise report for 2012/13. Presenting the report on behalf of the PATROL Joint Committee, Head of Service Louise Hutchinson said the review group had been unanimous that Ceredigion’s report was a very good readable shorter report which engages with the reader in a very accessible way.

Cllr Alun Williams, Ceredigion County Council’s Cabinet Member for Transport, commented "The style and approach of the first annual Parking Report produced by Ceredigion County Council was developed with the intention of making it as interesting and user-friendly as possible. The report is the key document that helps to promote the principles of transparency and fairness which underpin Civil Parking Enforcement in Ceredigion and we are very pleased that it has been recognised at the UK level. The Award is especially appreciated by members of the Parking Services Team, who work in what can be a challenging job and reaffirms the belief of stakeholders that the approach adopted is valid and seen as good practice on the wider stage."
