A scheme to build 17 homes in Adpar has been turned down by Ceredigion planners.
The plan, off Derwen Gardens, angered local residents.
Their agent Stuart Owen told this week's development control committee that the plan was "premature, deficient and ill conceived".
The plan lies outside Ceredigion's local development plan area and officers also raised concerns about highways access and surface water.
Agents for the developer, Paul Nicholls and Dyfrig Davies accused planning officers of being unwilling to discuss the scheme and claimed it was a good example of an infill site. They indicated they would appeal against the decision.
