Ceredigion County Council has been criticised for installing bus shelters in local communties - but failing to maintain them.
Cllr Gethin James told this week's Aberporth Community Council that the perspex shelters were "a disgrace".
"They are green with algae and the metal trims are rusted," he said.
"They look very shabby."
He added that the shelters were installed with the aid of a grant several years ago.
"The scheme was very ill thought out. There is a flaw in the system when grant money is used to put structures in without any thought of mainteance."
The company which installed the shelters has now folded.
"The shelters have not stood the test of time," said Cllr James.
He added that residents in Aberporth were lucky that the community council undertook the cleaning of shelters.
"There are some shelters along the A487 that have not been cleaned since they were installed," he said.
Community councillors are to write to Ceredigion questioning whether there is a maintenance budget for the shelters.
A spokesman for Ceredigon County council said: "The majority of bus shelters in Ceredigion are the responsibility of town and community councils to maintain. Bus shelters that are the responsibility of Ceredigion are maintained by the highways maintenance budget. Arrangements will be made to check bus shelters in Aberporth."
