Cardigan town councillors are to investigate whether they can install a handrail outside the Guildhall after complaints that elderly people found it difficult to enter the building.
Ceredigion has told the town council that it has no budget to install a rail on the Grade II listed building's steps.
Now the town council is to write to heritage body Cadw for advice.
"Something has to be done," said Cllr John Adams-Lewis. "There is a need for a rail in the middle of the steps to help elderly people."
