Cyngor Cymuned Aberporth Community Council Page 1 (1) The 2009 Annual Meeting of Aberporth Community Council was held at Aberporth Village Hall on Tuesday 19th May 2009 at 6:30p.m.

Father Matthews said prayers 1. Apologies (3) Apologies were received from Cllr Anne McCreary and Mr Tony Tucker 2. Minutes of the last AM/Matters arising (4) Cllr Hywel Evans proposed that the minutes of 2008 annual meeting be accepted as correct; this was seconded by Cllr Gethin James and agreed by a majority.

3. Retiring Chairpersons Report (5) Cllr Jann Tucker was pleased to report that Aberporth had been awarded the Blue Flag, she continued that the improvements made over the previous year by the community council and the village hall committee had made Aberporth a very desirable destination. She read out the contents of a letter received from Mr & Mrs Gibbs of Cardiff praising the disabled access along the coastal path. She requested that a letter be sent to Ceredigion County Council.

She thanked Cllr Mike Rennolf for his experience and work with the highways committee and finance committee.

She thanked County Councillor Gethin James for his perseverance at getting the work done at Bay View junction to Parcllyn and the good work he does in looking after the community’s interests.

She thanked Vanessa Owens for her work and Mrs Sue Lewis for her fair reporting.

She had had a busy year but the highlight had been the presentation to acknowledge the sporting achievements of the youngsters representing Wales.

4. Election of a Chairperson (6) Cllr Gethin James proposed Cllr Mike Rennolf as Chairman for the Community Council; this was seconded by Cllr Jann Tucker and accepted unanimously.

5. Signing of Chairman’s Declaration (7) Cllr Mike Rennolf read and signed the Acceptance of Office which was duly witnessed by the clerk.

6. New Chairperson to take office (8) Cllr Jann Tucker presented Cllr Mike Rennolf with the chain of office.

Cllr Mike Rennolf thanked the Council for the opportunity, it being an honour and privilege and he hoped that he could live up to the standards of his predecessors.

He proposed a vote of thanks to Cllr Jan Tucker in appreciation of the last two years and her remarkable achievements with Cadwgan and her other commitments; this was seconded by Cllr Gethin James and passed unanimously.

His main aims and ideas for the coming year are to revise the standing orders in line with a new model contract due out soon and to look to the residents for their ideas and feedback from the community in order to draft an action plan and projects for the following year.

Accounts for 2008 - 2009 (12) The end of year balance sheet was provided. Cllr Denfa Rees proposed that these be accepted as correct, Cllr Jann Tucker seconded the proposal and it was agreed unanimously.

11. Invited questions from the Public (13) Mrs Mary Bott congratulated Cllr Rennolf on his appointment. She asked the community council if it was worried about New Road and reiterated her request for a 20mph limit and a pavement. Cllr Gethin James responded that this has been brought to the attention of the County Council and has been passed to highways for an assessment. Cllr Jann Tucker noted that this has been an outstanding issue for a number of years but very little can be done without the co-operation of the landowners. It was proposed that a letter be written to the landowners.

Mary informed the meeting that a flower festival was to be held at Hen Gapel on the 29th, 30th and 31st and proceeds would be donated to the urdd2010.

(14) Llion Griffiths presented a petition on behalf of residents in Parcllyn calling for improvements to the bus shelter opposite Erw Las. Cllr Mike Rennolf responded that the County Council had provided the new shelter at this location and that the community council were currently in discussions to add side panels; quotations had been received for discussion at the monthly meeting. He thanked Llion for the petition as this added weight to the community council’s request.

(15) Mr Gerry Evans congratulated Cllr Rennolf on his appointment and welcomed his remarks on consulting with residents. He enquired whether the community council would be prepared to move its location once a year to Parcllyn and offered the use of the social club.

He informed the council of proposed licence changes at the social club.

He requested that the overgrowth around the bench on Pennar Road be cut back.

He offered his congratulation on the reinstatement of the Blue Flag.

Mr Evans asked about the proposed light at LLaindelyn; it was confirmed that this was still on the agenda to be done and once the contractor provided a quote it would be considered.

He enquired about repositioning the seats in Parcllyn and asked that the community council establish ownership of the land outside White Lodge.

Cllr James responded that with the County Council pulling together the new Long Term Development Plan Welsh Water will have to put forward their plans in their capital programme.

(16) Cllr Mike Rennolf informed the Council that Father John Matthews was to remain as Chaplain.

Father Matthews suggested that the Community Council consider setting up a youth council.

12. Check inventory of Council deeds (17) The deeds are lodged with the solicitor.
