(1) The March meeting of the above named community council was held at Aberporth Village Hall on Tuesday 10th March 2009 at 6:30pm. The Chairman, Cllr Jann Tucker presided.

Present: Cllr Hywel Evans, Cllr Helen Green, Cllr Mike Rennolf, Cllr Denfa Rees, Cllr Gethin James, Cllr Gwynfor Harries, Cllr June Allen, CLlr Dai Ogilvie, Vanessa Owens (Clerk), Mrs Sue Lewis (Tivyside), Inspector Alison Rees Father John Matthews opened the meeting with prayer.

(2) Inspector Alison Rees attended the meeting. She reported that PC Alun Jones and PCSO Heather Cave had recently been in the village with the mobile CCTV unit which is now available to them to help tackle problems within communities. Cllr Gethin James asked if this could be used to address the problems with dog owners allowing their animals to foul.

Items brought to her attention included speeding in the village; vehicles causing obstruction opposite the Chinese take away; safety issues on the roundabout with vehicles parking on the highway.

Cllr Gethin James thanked the police for their assistance with the road markings outside Aberporth school.

Cllr Jann Tucker asked that PCSO Heather Cave be thanked for her visit to the youth club.

The PACT meeting will be held in Aberporth village hall on 25th March.

Reports Clerks Report (6) One Voice Membership forms for 09/10 have been received, a copy of the letter outlining their work was provided. (7) A letter had been received from Cardigan Memorial Pool & Hall Trust requesting a letter of support to enable them to approach for grants; Clerk to arrange.

Beaches (8) Clerk has reported the condition of the Ship car park slipway to Ceredigion County Council.

(9) Cllr Ogilvie reported resident concerns about the state of the rock face on Dolwen beach and the possibility of a rock fall; clerk to report to Ceredigion County Council.

Planning (10) Clerk provided copies of information provided at the LDP pre-deposit consultation meeting at Cardigan Secondary School. The consultation period starts on 12th and Community Council need to respond to the document. It was agreed to hold a meeting on 31st March at 6pm, the clerk to provide précis report.

Finance (11) Grant payments had been agreed at the previous meeting; the clerk noted that Cardigan Citizens Advice should have been included and had been accidently missed. Cllr Gethin James proposed that £125.00 be donated, this was seconded by Cllr Dai Ogilvie and agreed by a majority.

(12) Clerk to start putting together end of year accounts and budget sheets for the new financial year.

Highways (13) Minutes of the committee meeting were provided.

(14) CW17: The yellow lines outside Morawel to Sea View have been done, the lines up from Morawel have not been done.

(15) CW11: Cllr June Allen reported that she has received complaints about vehicles having to pull into a residents drive in order for traffic to negotiate the highway. Cllr Gethin James noted that this was one of his priorities with Ceredigion County Council and if land could be freely dedicated at this location then he could push forward a project to improve the junction. Cllr June Allen to speak to land owners.

Streetlighting Footpaths & Maintenance (16) Cllr Jann Tucker had received information that the footpath by Mr Cooper needed some attention. Cllr Hywel Evans had been to look at the condition of the path and reported that there had been some slippage of the bank into the river but there was no remedial works required. Clerk to write to Mr Cooper. .

(17) Clerk had contacted Environmental Services and requested provision of new dog leaflets when available.

(18) Clerk had requested dog bin costs from Ceredigion County Council; outline estimate provided£180.00 to install new bin & £10 - £25 per empty. It was agreed that the clerk should pursue locating a bin at the entrance to the coastal path.

(19) Clerk had received a copy of designated areas for no dog fouling.

(20) Clerk is waiting on a response from Mr Matthys regarding the playground lease and allotment proposal. Clerk to chase up playground safety check certificates.

(21) Gethin informed the meeting that the coastal path was due to be completed in the next couple of weeks.

(22) The footpath in Blaenannerch and the poetry trail has been completed.

(23) Cllr Dai Ogilvie noted the condition of the Safe Route to School, that it is slippery in places and that there is a lot of rubbish. Cllr Ogilvie to organise a litter pick up and clerk to report slippery path to Ceredigion County Council. Clerk to make enquiries with the County about a contactor for removing dog mess.

Mini Football Pitch Advisory Committee (24) Cllr Jann Tucker reported that the pitch is being well used. She enquired about the planting along Mr Otters boundary; this is on hold at the moment whilst responsibility for the area is finalised with Ceredigion County Council. Mrs Sue Lewis told the meeting that the school were looking to put new steps to create a safe access for the children.

Emergency Plan Committee (25) A meeting had been held with officers from Ceredigion County Council to discuss the requirements and how to move the project forward. Need to now complete a plan document using the village hall and youth club facilities.

Procedures Review Committee Community Welcome Audit (26) Arrangements had been made for the new bins to be delivered to the car park; it was agreed for the clerk to arrange with Mr Pritchard suitable locations and the installation..

Chairmans Report (27) Cllr Jann Tucker reported on a meeting with Age Concern regarding establishing community luncheon clubs. A club at the village hall would require about 4 volunteers to run and the food would be brought in either from the school or Tanygroes at a cost of £3.50 per head.

(28) She informed the meeting that the date of the inter village had changed to 20th March in Aberaeron leisure centre.
