(1) The April meeting of the above named community council was held at Aberporth Village Hall on Tuesday 14th April 2009 at 6:30pm. The Chairman, Cllr Jann Tucker presided.

Present: Cllr Mike Rennolf Cllr Denfa Rees Cllr Hywel Evans Cllr Richard Williams Cllr Dai Ogilvie Cllr Anne McCreary Cllr June Allen Cllr Helen Green Cllr Colin Evans (2) Carl Davies from West Wales UAV Centre QinetiQ attended the meeting and provided a very informative update on the work and progress at Parc Aberporth.

Reports Clerks Report (6) A letter had been received from Mark Williams MP enquiring about the situation regarding the provision of a post office in Aberporth. From an interested retailer he has been informed that the provision would only be 5 hours each week. The councillors expressed their concerns about the situation and it was agreed to write a strong letter to the post office requesting clarification of the proposal; express the importance of the post office to the village and to enquire exactly what they are doing to get a post office reopened.

(7) An email had been received from the MOD which included the findings of the recent residential survey report. MOD are meeting members of the County Council to go through the current draft proposals and are looking to carry out public consultation in May and to submit a planning application in July. MOD are appy to meet with the Community Council to provide an update.

(8) A report of the recent successful litter picking in the village was reported and thanks expressed to all those involved. .The volunteers were willing to formalise a Tidy Towns group so a meeting was set up with Richard Thomas and an initial grant form has been completed for the purchase of equipment, under the umbrella of the community council. The idea of planting bulbs was suggested as many of the daffodils have disappeared over the years. The clerk had received a letter from really Welsh promoting the purchase of daffodil bulbs; the council agreed to purchase four bags and receive a further 4 free. Cllr Anne McCreary knew of someone who would donate two bags.

Beaches (9) Aberporth primary school has done a beach clean.

(10) Clerk had spoken with Kevin Kirkland of Ceredigion County Council who thinks that being the slipway comes off private land at the Ship car park then it is the responsibility of the land owner. It was agreed that the clerk should arrange a site meeting with members of the council, village hall committee and Kevin Kirkland.

Planning (11) The observations of the planning committee were noted: A090238 Retention of alterations & replacement extension Min y Mor, The Carriage, Aberporth This is an improvement to the property. Aberporth Community Council have no objections.

A090174 Discharge of planning obligations attached to application D1/820/92 relating to the occupation of the dwelling and the restriction of the sale of the land. Part OS1888 Frwdwenith Ganol, Aberporth Have no objections to this application.

A090219 Erection of a dwelling Plot adj to Tresco, Parcllyn Community Council are questioning if this is the limit of the development at this location and are concerned that it could potentially create ribbon development.

Approved – A070961 Replacement dwelling Morawel, Blaenannerch Approved A081084 Extension to cartilage & retention of garden shed Wyban Wynt, Aberporth Refused – A080711 Erection of 4 dwellings St Cynwyls Church paddock, Aberporth (12) Meeting held on 31st March and response to LDP consultation was completed.

Finance (13) Finance sheet provided.

It was agreed to hold a finance meeting on Tuesday 28th April at 6:30pm.

Highways (14) The work has started on the Parcllyn junction; it was noted that this was a big improvement.

(15) The paint on the yellow lines recently marked outside Morawel to Seaview have all peeled off. Cllr Mike Rennolf to arrange a site meeting with Ceredigion County Council with a view to getting the work redone before the bank holiday weekend.

(16) PC Alun Jones had forwarded an email from Rachel Thomas Ceredigion County Council that the 20mph request for New Road is to be added to list of work. She informs him that their funding is altering and can not provide any timescales.

Streetlighting Footpaths & Maintenance (17) One of the new seats on the Safe Route to School has been damaged. Cllr Denfa Rees and Cllr Dai Ogilvie are organising repairs.

(18) Cllr Colin Evans is to look at the bench in Llainmacyn.

Mini Football Pitch Advisory Committee (19) Clerk had received an email from Ceredigion County Council detailing costs of installing steps. It did not make it clear who will be meeting the costs. It was agreed to carry this forward to next meeting.

Emergency Plan Committee (20) Cllr Helen Green & Cllr Anne McCreary had met to complete emergency outline documents. Are looking to complete report for June meeting.

Procedures Review Committee (21) Clerk had received a DVD from Information Commissioners Office to assist in meeting Freedom of Information requirements.

Community Welcome Audit (22) The new bins have been installed and other bins are being relocated to suitable locations.

Chairmans Report (23) Cllr Jann Tucker provided a report on the recent tea held at Aberporth Primary school in its links with the Lesotho exchange programme.

(24) She requested that the clerk contact Ceredigion County Council regarding the spelling of Tresaith on the coastal path signs recently erected through the village.

6. Review Diary 7. Notified Business (26) Nominations for Chairman next year were received: It was agreed by a majority that Cllr Mike Rennolf be elected.

(27) Nominations for vice- Chairman were received: It was agreed by a majority that Cllr Gethin James be elected.

(28) Cllr Jann Tucker finalised arrangements for the annual dinner.

(29) Cllr Dai Ogilvie raised concerns about the recent vandalism in the village. It was suggested that the annual meeting would provide an opportunity for residents to speak with the police. Clerk to organise. Cllr Jann Tucker reported children rampaging on the primary school property over the holidays.

(30) The issue of the temporary steps at Glanmordy was raised; clerk to contact Mr James regarding his proposals at this location.
