Cyngor Cymuned Aberporth Community Council Page1 (1) The October meeting of the above named community council was held at Aberporth Village Hall on Tuesday 12th October 2010 at 6:30pm. The Chairman, Cllr Gethin James presided.

Present: Cllr Jann Tucker, Cllr Mike Rennolf, Cllr Gwynfor Harries, Cllr June Allen, Cllr Richard Williams, Cllr Colin Evans, Cllr Helen Green, Mrs Vanessa Owens and Mrs Sue Lewis.

(2) On behalf of Aberporth Community Council Cllr Gethin James presented a plaque to Mr Dafydd Jones in recognition of his work as headmaster of Ysgol Gynradd Aberporth. Mr Dafydd Jones thanked the council and expressed his gratitude at recognition from his community.

Cllr Denfa Rees is very unwell and the councillors noted their support to him and his family if required.

Further to these amendments Cllr Helen Green proposed that the minutes be accepted as a true record; this was seconded by Cllr Richard Williams and passed unanimously.

Reports Addroddiadau Clerks Report/Adroddiad y Clerc (6) TheTo Do list was reviewed: It was felt that an official opening of the post office was too late but it was agreed that the community council were pleased to have a post office service back in the village and needed to recognise this in some form.

Clerk and Mr Gareth Owen have measured the length of the coastal path; now necessary to agree alternative area.

Cllr Jann Tucker is not sure if the County Council are going to recognise International sports players this year and that she is only aware of two people.

Need to obtain price for moving the flag pole.

Clerk and Cllr Helen Green to review the mini pitch agreement.

Cllr Gethin James to contact sand and gravel regarding sand for the mini pitch.

Councillors felt that the proposed cost for providing a dog bin at the coastal path was a substantial sum of public money and did not feel able to commit to assisting until the county council could find some funding.

(7) Cllr Dai Ogilvie still wishes to stand down from the community council. It was agreed that the clerk review the co-option process (8) Invitation received from RAFA; Carol Service at St Cynwyls on Monday 13th December at 6:30pm and after at the social club Parcllyn (9) Letter received from Cardigan Hospital & Community League of Friends requesting details of our representative; clerk has responded.

They have conducted joint patrols in the area with Ceredigion County Council warden and will be stepping this up; irresponsible dog owners are more likely to be challenged and issued with a ticket. Additional County Council staff have now been trained to issue tickets. Local people found guilty of allowing fouling will be named and shamed.

(11) Clerk had attended One Voice Wales conference at Pontrhydfendigaid; was a well attended conference with some interesting guest speakers. New chief executive Mr Lyn Cadwallader was there and outlined his vision for OVW and the future of town and community councils being given more responsibilities and greater recognition within Local Government work. The proposed new measures were discussed and the power of well-being. Mumbles council attended with their draft community plan as an example of good practice. A councillor from Mold attended as a guest speaker; she outlined the Cittaslow town scheme; they have achieved this status. This is a project which promotes regeneration and sustainability. (12) Cllr Helen Green and Cllr Gethin James to attend the County Consultative meeting. It was agreed to ask the County about the status of the residents’ position from Bowls Road, Blaenporth. Cllr Mike Rennolf noted that the Bowls road issues were raised last year and requested that we enquire what the mechanism is after the meetings to follow up on these matters. Cllr Jann Tucker requested that we enquire about the possibility of obtaining Crown Permission to formalise parking on the beach. Cllr Rennolf asked for clarification on the community councils’ powers to make and apply bye laws.

Finance/Cyllid (14) Finance sheet was provided.

Highways/Priffyrdd (15) Cllr Gethin James provided an up date on the Safe Routes in Communities scheme for a pavement. He informed the meeting that the County have received 71 letters of objection and 46 letters of support. The Welsh Assembly has been contacted and a representative with responsibility for the grant scheme has visited and the County are now waiting to receive her report. This report will then go before cabinet. Cllr James has contacted the monitoring officer; in the interest of democracy and transparency he will not be present at cabinet whilst this scheme is discussed.

Cllr Colin Evans noted that the community council has been trying to get footpaths in the village for years and that this scheme is a start.

The Clerk reported that Mr Enoch Davies has withdrawn his offer in principle.

Cllr Mike Rennolf expressed how taken aback he is by the aggressive nature have of those opposing the scheme and concerns of where this attitude has generated from.

The community council looked at all the points raised by the consultation process. In conclusion Aberporth Community Council has gone through the main areas of objections which have been looked at rationally and in detail.

Cllr Jann Tucker told the meeting that the village hall has no money available and at this time are not looking to develop a new hall. She was concerned if the village also said ‘No’ to this grant project there will be very little future grant opportunities for funding.

Cllr Gwynfor Harries said that from a safety point of view this needs to be done. “Safety is the issue that is most important to this council.”

The Community Council were in full support of this scheme.

(16) Letter received from CCC advising of cost for implementing a speed limit: £4-5,000 legal fees and £2-4,000for sign manufacture. Cllr Mike Rennolf expressed his surprise at the costs as he expected it to be less; there are 2 or 3 roads which need to be considered for speed limits.

(18) Clerk has reported problems with various lamps in Parcllyn.

(19) Cllr Mike Rennolf reported the lamp out in School Rd Blaenporth which is now back working. Letter of thanks received from Mrs Stenner Footpaths & Maintenance/Llwybrau Troed a Chynnal a Chadw (20) The measurements taken of length of coastal path: over 1032.5m and back 1031.8m.

(21) Shelter at Llaninmacyn has been cut back, second cut is required. It was agreed to get this shelter cleaned once the trashing had been done.

(22) Clerk to write to British Telecom about the condition of the red phone box in Blaenporth.

(23) Playground Inspectors course on 25th -27th Oct in Aberaeron. Playground annual inspections are to be carried out later in October (24) The safe route in Blaenporth needs weed killing and some clearing back. Cllr Richard Williams to approach the ATC.

Emergency Plan Committee/Pwyllgor Cynllun Argyfwng Procedures Review Committee/Pwyllgor Adoygu Trefn (25) Clerk to order required documents for the standing orders from One Voice Wales. It was agreed to combine the procedures review and Community Welcome committees.

Community Welcome Audit/Archwiliad Croeso Cymuned Tidy Towns/Trefi Taclus (26) Tidy Wales Awards 2010 - invitation to apply. It was agreed that we nominate the woodland walk way.

Clerk to arrange for bulbs to be ordered as these need to be planted as soon as possible.

Food Co-operative Report/Adroddiad y Pwyllgor Bwyd Cydweithrol Chairmans Report/Adroddiad y Cadeirydd (27) Cllr James had attended the Battle of Britain Service.

Committee Representative Reports/Adroddiadau Cynrychioliadol y Pwyllgor (28) Cllr Jann Tucker reported that the village hall committee were concerned about the overhanging brambles and overgrowth on the bank above Dyffryn beach. Clerk has already requested a price for this work.

(29) Cllr June Allen reported that the headmistress of Blaenporth School is retiring in December. The position for a new head teacher has been advertised. It was suggested that the community council possibly make a presentation at the pageant celebration.

(32) Cllr Richard Williams noted his concerns over the condition of all the footways in the estates at Parcllyn and who has responsibility now that Tai Ceredigion has taken over the housing stock. Cllr James informed the meeting that the County Council had responsibility for Hillfield and Erw Las, Trenchard is privately owned.

(33) Cllr Helen Green made the community council aware of the need to register Aberporth in the survey for receiving faster broadband service.

(34) Cllr Gethin James informed the meeting that the usage of the Cardi Bach has raised again this year to 4690 users and there has been an increase of walkers on the coastal path.

(35) Clerk to arrange a new signatory mandate.
